“Orange County in the Eye of an Economic Storm,” a panel discussion on how the fiscal crisis is affecting government in Orange County — from budgets to employees and programs — is being hosted by Cal State Fullerton. The dialogue is open to the public free of charge.

Justin McCusker, director of community and government relations for C.J. Segerstrom & Sons. He received his M.P.A. from Cal State Fullerton in 2005 and has lectured at CSUF and Saddleback College. Previously, he served in leadership posts as chief of staff for Orange County Board of Supervisors Chair Patricia C. Bates and in the county’s CEO office.

Ray Silver, former city manager of Westminster, elected to spend his first week of retirement at Cal State Fullerton. As the charter visiting professor in the university’s new City Manager in Residence program, he’s been delivering lectures and offering advice to students in the Master of Public Administration program. Silver, who had a 36-year career as a city manager, spoke to students about the duties and responsibilities of a city manager, about work in the public sector, and using data and research in the public sector.
Prior to joining the city of Westminster, Silver was city manager of Coronado and Huntington Beach. He has served as the president of the City Managers Department of the League of California Cities, and is a member of the UCI’s Graduate School of Urban Planning Advisory Committee and the Orange County Urban Land Institute Executive Committee. He holds a bachelor’s degree in public administration from Cal State Los Angeles.
